Expert Witness Retention & Litigation
I am available for full retention as an expert witness in litigation matters. This includes reviewing case materials, providing preliminary verbal consultations, preparing detailed written reports, and delivering testimony at depositions or trials as required.

Consultative Review
I offer case screening and consultative services to help attorneys evaluate potential claims. This involves reviewing provided records to assess viability, highlighting key strengths and vulnerabilities, and discussing complex issues verbally. I can clarify technical concepts, explore alternative theories, assist with trial strategy, and suggest targeted questions—all without committing to a formal opinion, report, or testimony.

Strategic Research/Research Briefs
I conduct targeted research on designated topics and prepare comprehensive, fully cited briefs summarizing relevant studies, standards, and literature. These documents present balanced findings, including both supporting and contrasting evidence related to your case theory, and may address causation, risk factors, or industry practices. Designed as an educational resource to support your investigation and strategy development.

Certificates/Affidavits of Merit
For jurisdictions requiring certificates of merit, I review records to evaluate case merit, discuss findings verbally with counsel, and assist in drafting the required certificate or affidavit outlining the basis for the claim.

Curriculum Development

I can advise and assist with crafting curriculum to train your staff. I have expertise crafting and delivering lesson plans to the NYPD, NYC Dept of Probation, and the Kingdom of Jordan.

Subject Matter Expertise

I have been certified by New York State, the NYPD, and different product manufacturers as an expert in firearms, taser devices, and personal defense spray, as well as conducting scenario training.

Specialization in firearms, electrical weapons, personal defense spray, and scenario/reality based training.

  • Recognized Subject Matter Expert in Administrative and Criminal Trials, as well as Civil Cases. Have been recognized by courts as an expert in Firearms, Electrical Weapons, Personal Defense Sprays, Police Use of Force, Training, Procedures, and holsters.
  • Curriculum Developer- Over 10 years of lesson plan writing experience. Wrote the NYPD lesson plan used in Taser training (2018-2025), Pepper Spray Training (2016-2025), firearms (numerous in-service courses of fire), and recruit training (dozens of lesson plans written or revised).
  • Instructor Developer: Certified other instructors as statewide Aerosol Subject Restraint, Firearms, and Reality Based Training instructors. Am a Master Instructor in Axon Tasers (since 2017), in Sabre brand of personal defense sprays (since 2019), in Simunition training, and the Ti Force Option Simulator system.
  • Other Instructor Certifications include: Fore Science Analyst and Realistic De-Escalation Instructor (Force Science Institute).
  • Have represented the NYPD on Curriculum Development Panels with New York State to rewrite: Firearms Instructor Course, Firearms Instructor Workshop, and Recruit Initial Firearms Course.
  • Have conducted training for Non NYPD entities such as the New York State Attorney General’s Office, The New York, Kings, Queens, and Bronx District Attorney’s Office, The Hashemite Kingdon of Jorda, and others.
  • Retired NYPD Detective with over 20 years of law enforcement experience, Twelve of which were in the NYPD Training Bureau’s Firearms & Tactics Section.
  • Former USMC military policeman with one deployment to Iraq (2003), I also hold a Bachelor’s and Master’s degree in Criminal Justice from John Jay College of Criminal Justice.
